Buying a flat in Suadiye as a foreigner
Citizens of most countries can own an Istanbul flat outright. Here is what the purchase involves: documents, costs on top of the price, the extra checks a rebuilt or older Suadiye block deserves, and where permits and citizenship really stand.
The stages of a purchase
Your brief, our shortlist
Start by naming the top of your budget, how many rooms you need and the side of Bağdat Caddesi you lean towards. We go round the candidates ourselves, then take you through the strongest few, on foot or over video.
Tax number and bank
A vergi numarası takes a passport and a short visit to a tax office. With it, open a Turkish account so the payment can be traced through a local bank.
Licensed valuation
An appraiser authorised for this work inspects the flat and writes a report. For a foreign buyer, the Land Registry wants that report on file before a transfer date is given.
Signing at the tapu
Once the DASK policy exists, you and the seller meet at the tapu office; a sworn translator joins if your Turkish is limited. You leave with a deed in your own name.
After the keys
Your deed becomes part of any residence request you file. Citizenship follows different rules: a $400,000 floor and three years before you may sell.
Documents you will be asked for
- Passport, plus a notarised Turkish translation of the identity page.
- Your Turkish tax number (vergi numarası).
- Two recent passport-style photographs.
- The licensed valuation report on the flat.
- A current DASK compulsory earthquake insurance policy for the property.
- Bank records of the foreign currency converted for the purchase.
Costs and taxes beyond the price
| Cost | How much | Who normally pays |
|---|---|---|
| Deed fee (tapu harcı) | 4% of the value registered at the tapu | Often split 2% and 2%; open to negotiation |
| Valuation report | A fixed fee set by the appraiser | Buyer |
| DASK policy | Annual premium based on size and type of construction | Buyer |
| Translator and notary | Per session or per document | Buyer |
| VAT on a new flat | Depends on the unit and the seller; ask for the price including VAT in writing | Buyer, as part of the price |
| Agency fee | Agreed and signed before viewings start | As set out in that agreement |
As an owner you will then pay the yearly property tax, renew DASK each year, cover utilities, and contribute the monthly aidat that runs the building.
An older block or a rebuilt one?
Around Bağdat Caddesi, kentsel dönüşüm has been replacing ageing apartment buildings since 2012, so you will meet both kinds. Each calls for its own questions:
- Older block: the year it was built, which earthquake code applied, and whether the owners have started or voted on a renewal process.
- Older block: if renewal is planned, what an owner receives in the new building and where they live during the works.
- Rebuilt block: that the occupancy permit (iskan) has been granted and each flat has its own deed.
- Rebuilt block: whether the seller is the developer or one of the original owners, since that can affect the VAT position and who deals with any defects.
- Either way: whether neighbouring plots are about to be demolished, which can mean months of noise next door.
Checks before you make an offer
- The person selling matches the owner on record, and nothing is registered against the flat: no bank charge, no court attachment, no other claim.
- The flat is recorded as a finished dwelling, with its iskan in place.
- Arrears of any kind, from the building’s aidat to utilities or council tax, cleared before completion.
- Net as well as gross area, and a price per square metre that stands up against similar flats close by.
- The actual walking time to Suadiye station, and any “metro nearby” claim matched to a real, open station.
- What a promised sea view looks like from the rooms themselves, and whether a planned building could block it.
Residence permits and citizenship
A deed to an Istanbul flat is one of the documents that can support a request for short-term residence. The decision sits with the migration authorities, who also revise from time to time which property values and districts count.
Turkish citizenship through property is another matter altogether. The threshold is $400,000 of real estate as assessed by a licensed valuer, and the Land Registry adds an entry barring resale for three years. Two or more purchases may be combined to clear that bar, but a flat valued under it never qualifies on its own.
Thresholds and procedures get revised. Have a lawyer check your own situation before you sign anything; no agent, us included, can guarantee how a permit or citizenship file will be decided.
Questions buyers ask
Must I travel to Istanbul to complete?
Not necessarily. A lawyer holding your power of attorney, drawn up at a notary in Türkiye or at the Turkish consulate nearest your home, can sign at the Land Registry on your behalf. Plenty of buyers fly in anyway, to be in the room on signing day and pick up the keys.
What currency is the price paid in?
Many Suadiye flats are advertised in dollars. At the tapu, though, the price is written in lira, and buyers from abroad generally need a bank receipt proving the currency was converted in Türkiye. Before any transfer leaves your account, we send you the current list of what the office expects.
How long from agreed price to handover?
For a finished flat with its own deed, think in weeks rather than months; what usually sets the date is when the valuer can visit and when the Land Registry has a slot. In a block still under construction, the developer’s completion and occupancy permit decide the date.
Does owning a flat let me live in Türkiye?
Ownership opens the door to a residence application but decides nothing by itself. Each file is judged individually and the criteria shift, so our part is the property paperwork; for the application, we introduce you to an adviser who handles them.
